Freedom of the arts and sciences
The arts and scientific research shall be free of constraint. Academic freedom shall be respected.
It strikes me that science free of constraint on it’s own could be potentially very destructive.
Of course, the Charter begins with Human Dignity:
Human dignity is inviolable. It must be respected and protected.
And is followed by the Right to Life.
But it’s not until Article 37 where we talk about Environmental protection, and fairly weakly:
A high level of environmental protection and the improvement of the quality of the environment must
be integrated into the policies of the Union and ensured in accordance with the principle of sustainable
development.
I understand well the reasons why human life is so primary in a document of human governance, and the risks to property rights people feel would be inherent in giving the natural environment greater protections.
But there’s an argument to be made, that Human Dignity and Right to Life come from fundamentally healthy and functional inter-locking planetary ecosystems.
To not constrain science within such a framework seems, to me, something we will look back on ruefully someday.
But what do I know?
As of today’s date, scientific reports are predicting some 1 Billion climate refugees as the Initial Crisis worsens. During the subsequent years, as those individuals, groups, families, and ethnic groups are set into motion on the global stage, they variously face challenges as first Refugees who crash regional Governance Systems and eventually as the Agglomeration Wars develop, become labelled New Arrivals, and may be classed as Other-Providers or Without Providers, subject to exclusion and other special measures, in contravention of the United Free Realms Universal Code.
Each station tends to have a dominant or ascendant Provider, and for processing purposes assesses New Arrivals on the basis of their Providership. Are they covered by a recognized regime or a reciprocal provider? Can their value be easily traded on the open market as a bulk quantity? As opposed to a WP (Without Provider), an Other-Provider is still a more or less “known commodity” within the Greater System, according to the nascent and developing Standard Protocols.
The sign was a dangerous omen for humans of limited means. Heaven over Sun. Exo/Sola. Celestial excess driving Solar nourishment. Rich foods. Unimagined spices. Pleasure realms. Persephone. Possibly dangerous substances for mortals. Places design for Corporeals and associated hybrids.

Some say evolved out of the reciprocal agreements of the Four Providers, to offer equivalent or nearest neighbor services to other-provider members.
Someone without the protection, governance and life support systems offered by one of the Four Providers. e.g., persons without guaranteed rights from a recognized regime.
